Winter weather affects pickup, not just price
No source publishes monthly prices by state, so this is what the studies say about timing.
Storms and mountain passes can delay a truck that is already on the road, so a wider pickup window matters more here than a slightly lower quote.

Why ship your car in New York?
New York is the state where the truck, not the price, decides how a delivery goes. Its parkways were built with stone overpasses too low for freight and remain closed to commercial vehicles outright, New York City caps a tractor-trailer at 55 feet on the routes it does allow, and upstate winters shut lanes to trucks before they shut roads to anyone else. None of that makes shipping here difficult. It makes the meeting point normal, and a driver who suggests one is doing the job properly.
- Parkways are closed to carriers statewide, with clearances as low as 6 feet 11 inches
- New York City limits a tractor-trailer to 55 feet on its truck routes
- A New York registration needs New York insurance; out-of-state cover is never accepted
- Upstate storms bring tandem and commercial bans on the Thruway and I-81, I-84, I-87, I-88 and I-90
- New residents have thirty days from establishing residence to register
Flexible pickup dates and a nearby meeting point usually get you a lower price.
Good to know in New York
The things that actually move a pickup date here.
Every parkway in the state is closed to car carriers
New York's parkway system was built with low stone overpasses, some posted as low as 6 feet 11 inches, and commercial vehicles are barred from all of them. The state lists the consequences of trying anyway as fines, points on the license, damage to the bridge, and towing charges over $10,000 for a tractor-trailer. This is why a carrier heading to Long Island or Westchester takes a longer route than your map suggests, and why the driver may not be able to reach an address a parkway serves.
New York City caps the truck at 55 feet
Tractor-trailer combinations on city truck routes may not exceed 55 feet long, 13 feet 6 inches high and 8 feet wide, and commercial vehicles may not use parkways at all. A loaded multi-car carrier is longer than that limit, so inside the five boroughs delivery is usually made either at a meeting point outside the city or by a smaller truck running the last leg. Agree which one it will be before the truck is loaded, not when it arrives.
The insurance has to be New York's before the registration can exist
The DMV will not accept out-of-state vehicle insurance of any kind, so a policy that covered the car where it came from cannot be used to register it here. You need New York liability cover issued by a company licensed in the state, and a new resident has thirty days from establishing residence to register. Arrange the New York policy while the car is still in transit; doing it in the order the DMV needs is the whole difficulty.
Upstate, trucks are stopped before cars are
When a major winter storm is forecast the state restricts commercial traffic ahead of it rather than after. In one recent storm every commercial vehicle on every state road, the Thruway included, was confined to the right lane, and long tandem combinations were banned from the Thruway outright. Ordinary drivers carry on while the truck holding your car is limited or stopped, so a delivery date that falls inside a forecast should be treated as a window.
