Winter weather affects pickup, not just price
No source publishes monthly prices by state, so this is what the studies say about timing.
Storms and mountain passes can delay a truck that is already on the road, so a wider pickup window matters more here than a slightly lower quote.

Why ship your car in Pennsylvania?
Pennsylvania is the state most likely to stop the truck carrying your car, and it stops it earlier than most people expect. When winter weather is forecast, PennDOT restricts commercial vehicles in tiers, and an open trailer running light is barred at Tier 1 — the mildest level there is. A car carrier with a few empty slots is exactly that vehicle, which is why a February delivery across I-80 or the Turnpike is a window rather than a date.
- PennDOT restricts commercial vehicles in five tiers before a winter storm arrives
- A lightly loaded open trailer is banned at Tier 1, the mildest tier
- At Tier 4 no commercial vehicle may travel at all
- Winter and severe storms account for 84 of the state's 114 billion-dollar disasters
- I-76 and I-80 cross the state; I-95 serves Philadelphia
Flexible pickup dates and a nearby meeting point usually get you a lower price.
Good to know in Pennsylvania
The things that actually move a pickup date here.
A half-empty car carrier is stopped at the mildest restriction
PennDOT issues winter restrictions in tiers, and Tier 1 already bars tractors towing unloaded or lightly loaded open trailers. An open car carrier that is not full is that vehicle. Tier 3 permits only loaded single trailers carrying chains, and at Tier 4 no commercial vehicle travels at all. So the question is not whether your driver is willing to push on: at Tier 1 the load he is carrying decides it for him, and a carrier finishing a route with two cars left is the first off the road.
Winter is a bigger share of the risk here than storms are
NOAA counts 114 billion-dollar weather disasters in Pennsylvania between 1980 and 2024: 64 severe storms, 20 winter storms and 16 tropical cyclones. The five years to 2024 averaged 8.2 a year against a long-run average of 2.5. Winter storms are a far larger share of the total here than in the southern states, and they are the ones that trigger the vehicle restrictions rather than merely slowing traffic down.
Two corridors cross the state, and they are restricted separately
I-76, the Turnpike, runs south of the ridges; I-80 runs north of them across higher ground. PennDOT and the Turnpike Commission announce restrictions road by road rather than statewide, and I-80 is frequently named on its own. If your route uses one of them, the forecast for that corridor is the one that matters, not the weather in Philadelphia or Pittsburgh.
