Moving to Missouri

  • The main east-west route is one long work zone

I-70 is Missouri's main interstate and the route most carriers take between Kansas City and St. Louis, and for the rest of the decade it is also a construction project across the whole stretch between the two metros. Under the Improve I-70 program the state is adding a third lane in each direction over nearly 200 miles from Blue Springs to Wentzville, rebuilding pavement and bridges as it goes. The 2024 state budget put $2.8 billion of general revenue behind the work, which began in the summer of 2024 and is not expected to finish until around 2030. For a car crossing the state it means lane shifts, reduced-speed work zones and closures that move week to week, so an east-west run through Missouri is best treated as a window rather than a fixed hour while the rebuild runs.

  • Missouri kept the safety inspection most states gave up

Most states have abolished the periodic car inspection; Missouri has not. Under Missouri Revised Statutes 307.350 a vehicle has to pass a safety inspection at a station licensed by the State Highway Patrol before it can be registered, on a two-year schedule set by whether its model year is odd or even. The one broad exemption is for newer cars: a vehicle is excused only while it stays under 150,000 miles during the ten years following its model year of manufacture, so an older or higher-mileage car arriving from a state that scrapped inspections long ago will still need one here. The certificate has to be no more than sixty days old when the registration application is filed, which puts the inspection on the arrival list rather than among the things to settle before the car is loaded.

  • St. Louis adds a tailpipe test, and its map keeps changing

The St. Louis metro layers a tailpipe test on top of the safety inspection. The Gateway Vehicle Inspection Program requires an on-board diagnostic (OBD-II) scan on 1996-and-newer gas vehicles, and 1997-and-newer diesels rated at 8,500 pounds or less, before they can be registered, on the same odd-or-even two-year cycle — in St. Louis City and in St. Louis, St. Charles and Jefferson counties. Franklin County was part of the program until July 1, 2022, when the state dropped it, so a car kept there now faces the safety inspection alone. The point for a shipped-in vehicle is that where it will be garaged, not where it came from, decides the test: land it inside the Gateway area and it may need both checks before it can be plated; land it anywhere else in Missouri and it needs only the one.
