Winter weather affects pickup, not just price
No source publishes monthly prices for this route, so this is what the studies say about timing.
Storms and mountain passes can delay a truck that is already on the road, so a wider pickup window matters more here than a slightly lower quote.

Moving to Wisconsin? What to do with your car
A car's home county, not its origin, decides the emissions test
Wisconsin inspects tailpipe emissions in only seven counties, all in the state's southeastern corner — Kenosha, Milwaukee, Ozaukee, Racine, Sheboygan, Washington and Waukesha — and the inspection is an OBDII scan that reads the car's own computer rather than a tailpipe probe. A gasoline car from the 1996 through 2006 model years under 8,500 pounds, and any 2007-or-newer car or light truck up to 14,000 pounds, cannot renew its plates there until it passes, and WisDOT gives a new resident who moves a vehicle into one of those counties 45 days to have the test done. A car kept anywhere else in Wisconsin never enters the program, so the delivery address, not the pickup point, is what puts the check on the arrival list.
The thaw behind the freeze is what turns the road against a heavy load
Wisconsin runs three seasonal weight programs on its state highways, and the one a car hauler plans around is the spring thaw. As the frost works its way up out of the ground and the roadbed goes soft, WisDOT posts its Class II routes — about 1,400 miles across 94 segments, some 12 percent of the state system — and suspends the permits that let trucks run over legal axle weights or past 80,000 pounds, lifting the limits zone by zone from early March into the first or second week of May. A full carrier is a heavy vehicle, so a pickup or delivery on a posted route in those weeks is timed to the zone dates WisDOT publishes road by road, not fought against.
The carriers run the southeast spine and thin out past it
Most trucks in Wisconsin are working the populous wedge between Milwaukee and Madison: I-94 cuts the diagonal from the Illinois line through both cities on toward the Twin Cities, I-43 and the Fox Valley's I-41 run up to Green Bay, and inside Milwaukee I-43, I-94 and the I-794 Lake Freeway tie together at the Marquette Interchange. A pickup on those roads fills quickly. Go north or to the edges and the supply falls away — central Wisconsin leans on I-39, and the lone interstate reaching the far northwest tip is I-535, a 2.8-mile spur over the Blatnik Bridge that really belongs to Duluth. The Fox Cities corridor only became I-41 in 2015, when that shield went up over the long-standing US-41, so older maps and directions can still call it by the US route.
